This is the tool for a document that needs several different fixes. Rather than rotating in one pass, deleting in another and reordering in a third, you make every change in one thumbnail view and write the file once.
Everything happens inside this page. Your file is read by JavaScript running on your own machine, and no part of it is sent anywhere.

Drag a page to move it. The other pages shift out of the way as you go, and the drop target is shown, so you can see where it will land before you let go.
Each thumbnail carries its own rotate and delete controls. Deleted pages stay in view with a strike through until you save, which means an accidental delete costs you one click to undo rather than a fresh start.
Why one save is better than three
Each time a PDF is written some structure is rebuilt. Doing it once rather than three times means fewer chances for a bookmark or a form field to be dropped along the way, and it is faster because the file is only parsed and serialised once.
It is also easier to check. The grid you see before saving is the document you are about to get.
What does not survive reordering
Moving pages around breaks anything that referenced them by position. Internal links, a table of contents and bookmarks will point at whatever now sits at that position. Printed page numbers stay with their page and will be out of sequence.
Text, images, annotations and form fields all travel with their page and are unaffected.

How do I reorder pages in a PDF?

Can I rotate and delete pages at the same time as reordering?
Yes, that is what this tool is for. Every thumbnail has its own rotate and delete control, and all your changes are written in a single save.
Can I get a deleted page back?
Yes, until you save. Deleted pages stay visible with a strike through and clicking again restores them. Once you download the new file, the pages you removed are not in it.
