If a tool produced a file that is wrong, that is worth reporting, and a description of the source document helps more than a description of the error. PDF is a format with a lot of variation in it, and most failures come from something unusual in the file rather than from the operation you asked for.

Useful things to include

• The tool you used and what you expected to happen
• What the source file was made by, if you know: a scanner, Word, InDesign, a phone camera
• Whether it is password protected
• Your browser and whether you were on a phone or a computer

Please do not send the file itself unless you are asked. In most cases the description is enough, and sending a document to a stranger is a habit worth avoiding.
